The Commission called for a new approach to looking at the role and governance of European agencies, it announced on March 11. The Commission uses agencies as an integral way of implementing key tasks. The communication from the EU executive to Parliament and the Council calls for an inter-institutional working group to set out "ground rules to apply to all" and to "develop a clear and coherent vision on the place of agencies in European governance". According to Barroso: "The time has come to re-launch a debate on the role of agencies and the service they provide to the EU". The Commission first proposed regulation of their agencies in 2005 in an inter-institutional agreement for a framework which agencies would cohere to. This proposal was however stalled by the Council.
