Richard Kitchen, Policy and External Communications Director of the DVLA (UK). Mr. Kitchen has worked on issues of law enforcement, economic regulation and both policy and operational management. For 25 of those years has been on an internationally communicative scale, and as such, he was able to comment on the problems faced by the UK in the wider context of the European community, considering their commonality with other member states.
