Nick Lester, Director of Transport, Environment and Planning for London Councils, a prominent supporter of the EUROSPARKS project. Mr. Lester coordinates the London Parking and Traffic Appeals service and is Vice-President of the European Parking Association. His speech highlighted the confusion among EU member states as to whether existing EU legislation can be used to enforce payment of decriminalised traffic penalties.
