This 1.5-day seminar will present the rules governing the free movement of persons and the freedom to provide cross-border services, their main principles (such as mutual recognition and non-discrimination) and their impact on national authorities at all levels of government. Following a recent overhaul, a new Directive was issued earlier this year. However, the essence of the rules – some of which date back to 1968 but are often still overlooked – remains the same. At this seminar, the evolution, origins and reasons for these rules will be set out and explained so as to provide the participants with a solid base for dealing with this issue and to show them when these matters become relevant for them. In this context, they may sometimes be required to ignore the national rules they are familiar with and instead have to familiarise themselves with and apply the European rules directly. The aim is to brief the participants on the basic principles and rules of the internal market so as to prevent them from committing inadvertent breaches of law. At the end of the seminar, the participants should not only have knowledge of the relevant rules but also have internalised them. They will also learn at what point they should enquire about other rules they normally do not deal with. This should result in a more confident, error-free and correct application of these rules in their daily work, thereby avoiding problems and litigation due to oversight
