The failed bombing of Northwest flight 253 thrust Yemen into the international spotlight last December. Experts now fear that the country is rapidly becoming a center for radicalization and a haven for extremists. At the same time, a confluence of looming domestic challenges threatens to bring Yemen to its knees, with potentially destabilizing consequences for the region.

While the European Union has stressed its strong commitment to assisting Yemen, its previous efforts have often been criticized as poorly coordinated and having few tangible results. Reinvigorated commitment to the country therefore raises many serious questions. What needs to be done to prevent Yemen from becoming another al-Qaeda safe haven? What measures, beyond traditional security assistance, must the international community undertake to support? What are critical economic and governance reform challenges in the country?
